Assistant Administrative Officer

Organizational Setting and Work Relationships

The Assistant Administrative Officer is responsible for supporting the Office/Bureau in the implementation of general administrative and resource management tasks. The incumbent assists the Supervisor in all administrative matters addressing day to day tasks and contributing to deliver administrative activities.

S/he will contribute to establish and maintain efficient administrative control mechanisms to ensure compliance with UN administrative, financial and human resources rules and procedures. Contacts on administrative/budgetary related issues are mainly with Sections/Units/Offices within the organization both at HQ and in the Field and with local suppliers/services to ensure provision of services and resolution of difficult problems. Frequent external contacts are counterparts in other organizations or in national Governments at working level related to issues of importance to the Organization¿s programmes.
 

Direct supervision is received from the immediate supervisor. The incumbent will also refer to UNHCR and UN handbooks and policy papers concerning administrative rules and regulations.

The incumbent may directly supervise general service staff.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
Monitor the day-to-day personnel and administrative operations of the office.
Participates in the recruitment and training of General Service staff for specialized and non-specialized work and assign General Service staff to meet work requirements.
 
Supervises activities concerned with office and grounds maintenance, security, transport and similar services.
 
Briefs international staff on general administrative matters, provide advice and ensure administrative support as required.
Contributes to the preparation of submissions of new or revised procedures and practices.
Prepares correspondence, special reports, evaluations and justifications as required on general administrative matters.
Handles all personnel matters related to attendance records leave, issuance of visas, licence, etc.
Coordinate training and capacity-building activities to staff in administrative related areas.
Facilitate the mission travel of staff, including following up on travel authorizations, bookings, tickets.
Perform other related duties as required.

Operational Context

Jordan has a strong tradition of generosity towards refugees, from neighbouring countries and beyond and is currently hosting 748,000 refugees. The large majority refugees are Syrians, followed by Iraqi, Yemenis, Sudanese, Somali, and other nationalities; 80 percent live outside refugee camps in urban areas. Since the onset of the Syria crisis, the pressure on Jordan¿s resources and infrastructure has been mounting; this has the potential to undermine the harmonious coexistence between refugees and hosting communities. While Jordan is not a signatory to the 1951 Refugee Convention, an MoU covers cooperation between UNHCR and the Government of Jordan on refugee and asylum-seeker issues.

Key priority areas for the country program refugee response in Jordan focus on protection, education, cash assistance, livelihoods, health care, water & sanitation, shelter & energy, camp management and community mobilization, with an emphasis on vulnerability-based targeting. UNHCR has its presence at Mafraq, Azraq, Irbid and Amman city in Jordan with an objective to serve both urban and camp refugees.

Job Description

The Assistant Administrative Officer will be based in UNHCR BO Amman office under the direct supervision of the Administrative Officer, P3 and in addition to the standard duties listed in the Job description, the incumbent is also expected to

¿ Lead Protocol team in follow-up of international staff¿s visa, residency, vehicle registration, coordinate the response with the MFA and represent UNHCR in UNCT, OMT, WG etc. The required drafting skill in English and Arabic is essential.

¿ Support Travel sub team with guidance and instructions for national/international travel and follow-up relevant issues in coordination with them. Therefore, the skills of MSRP Travel module are crucial. Ability to establish good working relations with the external service providers are plus.

¿ Lead the administrative support in arranging events, meetings, seminars etc. in coordination with relevant team.

¿ Identify/receive problems/complaints followed by proposing solutions for activities related to premises management to the supervisor. Solution oriented and client focused mentality is a mandatory skill for this position.

¿ Maintain constant connection with technical unit to address day-to-day maintenance issue of office facilities. Therefore, any previous experience in the building management or educational background in civil engineering is a plus.

¿ In coordination with Environmental team, initiate and follow-up environmental projects (Greening the blue, hydroponics etc.) in the premises.

¿ Contribute to drafting Standard Operating Procedures (SOPs) related to premises management/disinfection services, fleet management and/or protocol services when needed.

¿ Assist the supervisor with any required follow-ups and activities.

¿ Support the Supervisor in the drafting of guidance documents and other documentation when requested.

¿ Draft reports and meeting minutes when needed
