Team leader- Livelihood

In East Amman, DRC is currently implementing multiple projects that aim to improve the self-reliance capacities of vulnerable Syrian refugee and Jordanian households. The Team leader- Livelihoods will be responsible for coordinating, overseeing and directly implementing DRC’s livelihood activities under the Livelihoods funding in East Amman. 

About the job

The individual will report directly to Base Manager. Your main duties and responsibilities will be:

• Oversee and supervise all livelihood activities in East Amman

• Work closely with the Base Manager, DRC program team and support departments to implement the project in line with the objectives laid out in the proposal and in collaboration with local implementing partner/s. 

• Provide technical oversight in coordination with the Economic Recovery Technical Unit for different livelihood activities, including, microbusiness grants (for home-based businesses and self-employment), financial literacy and business development training, referrals to external technical training providers and NGOs, savings and credit groups (VSLA), mentorship, and business support 

• Meet with key stakeholders and potential private sector partners to facilitate job placements, work permit issuance and other employment related services for refugees

• Ensure that all Standard Operating Procedures (SOPs) are being followed by the livelihoods field staff, and communicate to the Economic Recovery Technical Unit any best practices and lessons learnt from the field that can be used to update the SOPs

• Facilitate the work permit allocation process in coordination with private sector sponsors and the Directorate of Labour;

• Oversee the implementation of the graduation approach, including shadowing field staff on home visits and group-based training sessions, distribution of cash assistance, development of livelihoods plan, referrals to training, issuance of grants and job matching.

• Support with assessments, key informant interviews, and focus group discussions on livelihoods topics in coordination with the MEAL unit

• Conduct regular market assessments and meet with private sector entities and vocational and technical training providers to have a thorough and up-to-date understanding of economic sectors within Amman, job opportunities, skills in demand, etc.

• Provide on-going training and capacity building of livelihood staff

• Ensure new livelihood activities such as savings groups, business support groups, cash distribution through mobile wallets, etc. are properly rolled out in the field

• Conduct outreach activities within Amman to map needs of Persons of Concern and identifying beneficiaries of livelihoods programs 

• Assist in the design and translation of informative materials as needed, including SOPs, presentations, handouts, and exercises;

• Map government, NGO and private sector programs such as skills training, job fairs, 

• Ensure livelihood activities are implemented in a way that meets or exceeds standards set by DRC;

• Support in data collection, monitoring, and evaluation efforts with DRC’s Monitoring and Evaluation assistants as needed;

• Support continual improvement of DRC’s livelihood activities by capturing and sharing key challenges, articulating obstacles and proposed solutions, and identifying success stories to highlight.

• Participate as part of the DRC Selection Committee, during the review process of business plans, and selection of business grant recipients 

• Ensure regular, proper project documentation and contribute to reporting and internal information sharing with relevant program and support teams (Monitoring and Evaluation...etc.)**

About you

Required / Desirable

· Bachelor’s degree in relevant area (e.g. economics, development studies, Business) advantageous or a combination of a business related university degree and additional relevant experience. A Masters degree will be a plus

· A minimum of 4 years’ experience in business development, market mapping exercises, or economic development research. 

· Good knowledge of project monitoring systems to track the effectiveness of programs and an ability to maintain cooperative, professional relationships with donors, partners and peer organizations. 

· Experience in working on project implementation jointly with local organizations as implementing partners.

· Strong understanding of market and private sector dynamics in the project location;

· Good interpersonal skills and ability to foster communication and negotiation among local stakeholders;

· Strong organizational and time management skills;

· Ability to work effectively as an integral part of a multi-disciplinary, multi-cultural team and to work with a wide range of government and community counterparts, and other stakeholders;

· Understanding of the socio-economic conditions of Syrian refugee populations a must;

· Ability and willingness to maintain regular presence at project sites and to work during irregular working hours;

· Ability to write reports in a timely fashion;

· Computer skills (Excel, Microsoft, PowerPoint and Outlook).

· Demonstrated experience with business plans development and review. 

· Demonstrated experience with marketing plans and review. 

· Understanding and knowledge of economic development and recovery principles in an urban and rural context

· Understanding of the socio-economic conditions and labour market constraints of Syrian refugees highly desired;

· Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of government and community counterparts, and other actors;

· Customer-service oriented, able to manage competing priorities, and resourceful in problem solving

· Proven ability to work independently as required.

· Arabic (fluent) and English (excellent)
