Standard Job Description
Investigation Associate Organizational Setting and Work Relationships The ultimate aim of the IGO is to support the effective, efficient and accountable management of UNHCR operations and to play a positive role in upholding an environment of integrity in UNHCR by contributing to the maintenance of the highest standards of personal and professional conduct by UNHCR personnel, and all entities with contractual links to UNHCR. The Investigation Service, working under the authority of the Inspector General has responsibility for carrying out investigations into possible misconduct within UNHCR, in a timely and appropriate manner and that findings are transmitted to the Inspector General. Investigation work is highly confidential and sensitive and should always be dealt with an extremely discrete and professional manner despite any


 pressure outside the Investigation Unit. The staff of the IGO is required to demonstrate respect for the principles governing the work of the IGO. These include impartiality, objectivity and appropriate confidentiality, as well as high standards of professional competence and integrity. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties – Provide administrative support to the work of the Service in an effective manner. – Perform witness function during investigative interviews resulting in Records of Interviews. – Conduct searches over the internet and within UNHCR databases. – Analyse large volume of unstructured data using specialized software provided and taught by the IGO. – Research legal materials and jurisprudence in support of investigation reports for disciplinary action. – Assist with the finalisation of Investigation Reports and supporting evidentiary information intended for disciplinary action. – Draft routine confidential and sensitive investigation correspondence. – Organise and prepare sensitive investigation missions. – Assist in conducting other investigatory activities as required. – Coordinate and assist in the planning and organisation of training activities. – Generate statistical and analytical reports on investigative caseload for internal and external authorities as required. – Monitor and perform as necessary other administrative functions for all professional staff of the IGO Unit, including coordination of mission travel arrangements. – Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For G6 – 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher Field(s) of Education n/a (Field(s) of Education marked with an asterisk* are essential) Certificates and/or Licenses Law; Police/Law enforcement; Public Administration; or other relevant field. (Certificates and Licenses marked with an asterisk* are essential) Relevant Job Experience Essential: Experience in data base management and the preparation of analytical/statistical reports. Proven competency to liaise professionally with senior managers, field staff and the staff of other functional units on highly sensitive and confidential issues. Ability to work independently without supervision. Desirable: Knowledge of MSRP and Focus. Knowledge of UNHCR rules and regulations. Knowledge of refugee protection principles. Operational context

Nature of Position:
This position is situated in the Amman-based, Investigation Unit of the Inspector General’s Office (IGO). The Unit is currently comprised of 5 professional positions including one working in the IGO Strategic Oversight Unit.  

The position reports to the Head of the Investigation Unit in Amman, and the role includes providing support to the IGO locally and globally, primarily in the following areas: 

1. To support the digital hub in Amman, including digital forensic and other data-related support to the global IGO (experience in this area is highly desirable).  

2. To support the conduct of complaint assessments and investigations, primarily involving Arabic (experience in financial fraud is highly desirable).  

3. To support, at approximately 20% or one day a week, the processing of complaints (through email or other manners), primarily submitted in Arabic to the (Complaint) Intake Unit.

4. To provide overall support as requested by Head of Service and team members. 

5. To interact with parties external to the IGO, including UNHCR personnel and management, as well as others involved in the gathering of evidence and investigative process.

Personnel of the IGO are required to demonstrate respect for the principles governing the work of the IGO including impartiality, objectivity, and appropriate confidentiality. They must maintain high standards of professional competence and integrity.  
Essential to this position is verbal and written fluency in Arabic and English. 
 

Living and Working Conditions:

This is a position based in Amman, Jordan. However, the incumbent of this position should be prepared to be available for worldwide travel, including to hardship locations.
