Technical ICLA Legal Officer
All NRC employees are expected to work in accordance with the organisation’s core values:

1.Roles and Responsibilities
The Technical ICLA Legal Officer is responsible for providing legal support to the ICLA programme and ensure its quality from a technical-legal perspective.
Generic Responsibilities
Ensure compliance with NRC policies, guidelines and standards.
Ensure compliance with Core Competency strategy tools, handbooks guidelines and standards.
Responsible for technical quality control and monitoring of project activities.
Provide technical support and capacity building towards project staff.
Provide technical analysis and feedback to NRC representatives in coordination forums.
Assess, promote and document ideas for technical improvement and further programme development options.
Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist.
Promote the rights of internally displaced/returnees in line with the advocacy strategy.
Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
Conduct quality control and provide technical support to implementing partners and/or contactors.
Specific Responsibilities
Monitors changes in policies or laws affecting refugees (especially in the areas of ICLA four thematic areas – Refugee Registration Procedures, Legal and Civil Documentation, Housing Rights and Decent Work), ensuring SOPs are updated accordingly, and that the information is widely disseminated with the Capacity Development Officer.
Conduct and coordinate legal research on ICLA thematic areas (Refugee Registration Procedures, Legal and Civil Documentation, Housing Rights and Decent Work), including drafting policy briefs.
Cooperate with the Capacity Development Officer on internal and external trainings, and responsible for overseeing technical content of training materials and their delivery.
Cooperate with the Partnership Officer to promote exchanges on legal topics with the two implementing partners
Ensure that ICLA staff are updated about all new developments in the legal field
Contribute to donor reporting.
Support the Specialist in liaising with government institutions in coordination with Government Liaison Coordinator
Carry out any other relevant duties requested by ICLA Specialist

2.Competencies
Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Experience from working within technical expertise area in a humanitarian/recovery context.
Previous experience from working in complex and volatile contexts.

Fluency in English, both written and verbal.
Context/specific skills, knowledge and experience:
Qualification requirement: Bachelor degree or equivalent
Years of Experience: 3
Law degree and valid license from the Jordanian Bar Association
Native fluency in Arabic and good writing and verbal skills in English
Knowledge of the refugee context in Jordan; experience with Non-Syrian refugees is an advantage
Extensive knowledge of the Jordanian legal system and practice
Knowledge of Sharia Law in Jordan is considered a strong advantage

We Offer:
- Contract till end of June 2021
-Salary 1347 JOD (Subject to Social Security and Income Tax)
-Duty Station: Amman Jordan
