The Procurement Specialist is working within the regional procurement unit. This position is responsible for processing international procurement and distribution/transportation for Countries in the Middle East and Eastern Europe (MEEE) Region. The incumbent is also accountable to Support Regional Procurement Manager to review and validate country offices' high-value Procurement Tender/ Wavier/ processes in line with SCI Global Procurement Manual.
Key Ares & accountability
Responsible for support to SCI Country Offices in the regions through Process International Procurement Request from countries within MEEE regions.
Receive, review and process International Procurement Requests produced in Countries. Obtain quotations from Suppliers under Global FWA contracts, provide bid analysis and ensure best value for money is delivered.
Be the interface for Countries and Suppliers over procurement processes.
Carry out Procurement Requests by managing Sourcing activities on ProSave (procurement system as when needed). This includes building RFQ, Open Tenders, Comparative Bid Analysis, Purchase Orders and Supplier Payments.
Arrange and follow up the transport of procured items up to requesting countries, supporting and arranging the right documentation for the customs clearance process.
Link with Finance Department to ensure payments to the Suppliers are adequately managed.
Receive and review procurement processes done at a country level, ensuring compliance with SCI and Donors' regulation and that procedures deliver value for money.
Ensure accurate and precise archiving of procurement and document sharing.
To regularly update the international procurement tracker and make it available for centre and country offices.
Liaise with appropriate staff in the Country Offices and 3PL representatives for the shipment delivery by Land/Air/Sea and types of shipping documents and general programme needs.
Interpret and clarify commercial, and other donor rules, standards, and regulations related to international transport and shipping
Coordinate with suppliers, COs' Supply Chain staff to ensure receipt of supplies are arranged in advance, so the necessary preparation is carried out for quantity and quality verifications.
Work with minimum supervision under challenging conditions in varying locations to support country procurements,
In order to be successful you will bring/have:
Bachelor in Procurement or Supply Chain Management or similar level qualification or experience
Preferable International experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse, and stock management
Minimum 3-4 years in managing procurement processes (RFQs, Tenders both national and international)
Computer literate (including working knowledge of MS Word, Excel) and competency in the development of spreadsheets and databases- added advantage if has the experience on the procurement system.
Demonstrable experience in international sourcing and contract management, including an ability to review demands and trends, and to develop strategies to fill identified gaps.
Field level experience in managing complex supply chains for INGOs in international development and emergency programmes.
Deep understanding and interpretation of Incoterms as well as their application
Experience working with large institutional donors and knowledge of their rules and regulations in regards to logistics and procurement.
Ability to synthesise and analyse information, and make clear, informed decisions
Ability to build relationships quickly with a wide range of people, both internally and externally
Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
Excellent written and spoken communication and interpersonal skills
Cross-cultural experience, understanding and sensitivity
Fluency in written and spoken English (required), Arabic is a distinct advantage
Willingness and ability to travel extensively within the MEEE Region
