Associate Reporting Officer

Organizational Setting and Work Relationships

Under the overall guidance of the Senior Communications or Donor Relations Officer, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR.

S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties

– Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports.

– Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media).

– Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.

– Participate in annual reporting and planning process.

– Work closely with Information Management to ensure accurate and attractive data presentation, including maps.

– Support the monitoring of UNHCR¿s partnerships and consolidate information about Partners¿ activities.

– Assist in the preparation of briefing kits and presentations for missions and visitors.

– Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors¿ contributions to UNHCR.

– Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting.

– Prepare and distribute minutes of meetings.

– Provide technical support, training and clarification on UNHCR¿s reporting policies and deadlines.

– May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.

– Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant.

Desired Candidate Profile

The desirable candidate has experience in working in an international environment, particularly within the UN system or INGOs. Knowledge regarding UNHCR mandate on refugee and IDP protection; programmes and policies is an asset. Considering the upcoming financial challenges foreseen for MENA operations in 2023 and following years, experience in mobilizing resources for underfunded operations in protracted situations is desirable. Analytical capacities and use of UNHCR programmatic/resource mobilization tools including experience with COMPASS and Power BI is an advantage. The desirable candidate shows commitment to continuous learning, and ability to analyze problems strategically and propose innovative solutions where applicable, being aware of the political challenges and knowledge on the complexities of MENA region.

Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

The MENA Regional Bureau covers multiple operations as well as several large-scale and complex emergency situations. Within this context, the Bureau sustains regular engagement with a variety of external stakeholders including governments, embassies, media, academia, UN agencies and other international organizations, NGOs, the private sector and persons of concern.

The External Relations team in the Bureau focuses on securing, sustaining and increasing financial and political support for UNHCR and forcibly displaced and stateless people in the MENA region through direct engagement with external stakeholders, support to country operations as well as support to a large number of high-level meetings and missions. The Associate Reporting Officer is expected to have an excellent command of English, sound judgment, and very strong and precise drafting skills, as well as analytical and critical thinking skills, to assist in the preparation of high-quality outputs and transform inputs from multiple sources into tailored content for internal and external dissemination. These include advocacy products such as briefing notes and talking points as well as a broad range of reporting products tailored to different audiences.

The incumbent must have experience in donor engagement or relationship management in humanitarian or development contexts, including experience in meeting governmental, intergovernmental and/or private sector donor requirements such as reporting and visibility.

The incumbent should be able to work with minimum supervision and under pressure, be able to multi-task, and have great attention to detail. The incumbent must demonstrate very strong interpersonal skills as extensive coordination with country operations, as well as coordination and liaison within UNHCR and with external stakeholders, will be required.

The role requires a high level of flexibility, dedication and energy, given the fluid and complex operational contexts.

Under the overall supervision of the Deputy Director, the External Relations team in the Bureau is comprised of one Senior Donor Relations Officer, two Reporting Officers, two Associate Reporting Officers and one Assistant Communications Officer. Experience in the MENA region would be an advantage.

Living and Working Conditions:

Jordan has a total population of 9.4 million people. Amman houses 42% of Jordan’s population, 4.008 million, making it the populous city in the country. Amman is categorized as (A) duty station. Several International airlines operate daily flights from Amman (Queen Alia International Airport). The local currency is the Jordanian Dinar and the exchange rate is fixed and equivalent to ( 1 JOD=0.71 USD), Money traders and good local banking system are available.

Jordan is visa free for UNLP holders; however appointed staff must obtain a residency permit. Residency permits and other local protocol remain a challenge due to governmental procedures, subject to frequent changes. The process of obtaining residency in Jordan may vary depending on nationality of applicant, type of contract offered and its length.

Staff members assigned to Amman are residing in private accommodation. Rent in Amman can vary depending on the size of the property itself, number of bedrooms and the area of Amman in which it is located. Renting a 3-bedroom apartment can range from 1100 – 2500 USD per month.

Food and other commodities are widely available in the local shops and markets.

Amman tends to have a Mediterranean climate; summers are mildly hot, winter usually starts around the end of November and continues until mid-March, there is occasional snowfall.

The medium for teaching in international schools is English, however there are a few French language schools as well. There is a plethora of institutions for children of all ages from pre-school to high school as well universities.

The majority of international educational institutions are in Amman.

Amman is the home to many top-end hospitals and clinics. Due to Jordanian healthcare’s international appeal, nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
